GREEN BAY, WI (WTAQ-WLUK) — The two men allegedly involved in a fatal shooting on Green Bay’s west side in 2023 made their first appearances in court Tuesday.
Christian Rivera-Pica, 41, and Joel Pagan-Garcia, 40, were arrested Monday in connection with the death of 30-year-old Carlos Otero-Aviles.
The shooting happened Nov. 3, 2023, in the parking lot of an apartment complex in the 1700 block of Western Avenue. Witnesses said the incident took place during a party. No one else was injured.
Brown County Court Commissioner Kate Zuidmulder ruled probable cause exists for the recommended charges of first-degree intentional homicide, party to a crime. She set cash bonds of $1 million for both Rivera-Pica and Pagan-Garcia, per the request of Assistant District Attorney Bryant Dorsey.
“This was really a senseless crime. One involving gun violence, that happened in our community during the daylight when there were people around,” Dorsey said. “Leading to the loss of a young man’s life that had a bright future.”
Dorsey said Otero-Aviles identified Rivera-Pica as his killer, prior to taking his last breath.
“Here, we have a dying declaration by the crime victim identifying who shot him, it being this defendant. We have multiple eyewitnesses who identified this defendant. We have digital evidence,” said Dorsey.
Rivera-Pica returns to court Aug. 12. Pagan-Garcia returns to court Aug. 13.
